فَلَا تُطِعِ ٱلۡكَٰفِرِينَ وَجَٰهِدۡهُم بِهِۦ جِهَادٗا كَبِيرٗا

So don’t obey the disbelievers but strive very hard against them with it (i.e. the teachings of the Quran).
