At-Taubah
إِنَّمَا يَسۡتَٔۡذِنُكَ ٱلَّذِينَ لَا يُؤۡمِنُونَ بِٱللَّهِ وَٱلۡيَوۡمِ ٱلۡأٓخِرِ وَٱرۡتَابَتۡ قُلُوبُهُمۡ فَهُمۡ فِي رَيۡبِهِمۡ يَتَرَدَّدُونَ
45Indeed, those who disbelieve in Allah and the Last Day, while their hearts are filled with doubt, would ask you for the exemption. Hence, they waver due to their doubts (sometimes feel like supporting and other times feel like opposing).
