Ash-Shura
وَهُوَ ٱلَّذِي يُنَزِّلُ ٱلۡغَيۡثَ مِنۢ بَعۡدِ مَا قَنَطُواْ وَيَنشُرُ رَحۡمَتَهُۥۚ وَهُوَ ٱلۡوَلِيُّ ٱلۡحَمِيدُ
28And (occasionally) He sends down the rain after people lose hope for it and spreads His mercy in the land (i.e. grows vegetations, fruits, flowers etc). And He is the Protector and worthy of all Praise (for His unique protection).
